It is my pleasure to represent the Mekong River Commission at this important event to launch the 2004 Wetlands Ambassador Programme. The Mekong River Commission has strong links to RAMSAR and has forged a strong partnership with WWF over the last three years. Specifically participation in this programme is an important component of our long term partnership with WWF.
我很荣幸代表湄公河委员会出席2004年湿地使者行动这么重要的一个活动。在过去的三年里,湄公河委员会与国际湿地公约秘书处、世界自然基金会精诚合作,特别是湿地使者行动,是我们长期合作的一个重要内容。

The Mekong River Commission is committed to sustainable development of the Mekong River and its related resources. Wetlands are critical to any ecological system, but particularly one which is as extensive and diverse as the Mekong River Basin.
湄公河委员会致力于湄公河流域的可持续发展。湿地是不可或缺的生态系统,尤其是广泛富饶的湄公河流域。

The Wetlands Ambassador Programme, which aims to foster an appreciation for, and a commitment to good management of wetlands, is considered by our organization as very valuable.
湿地使者行动旨在培育人们对湿地的感恩之情,并自发地更好地管理湿地,湄公河委员会认为这是一个非常有价值的活动。

The Mekong River Commission promotes and implements the principles of Integrated River Basin Management. We work on the basis of a programme approach where cross cutting issues of research, knowledge development, data collection and analysis, stakeholder participation and information exchange are consistent strategies across all areas of our work.
湄公河委员会推动并实施流域综合管理,我们在综合问题研究、数据收集与分析、利益分享者参与和信息共享等基础上,开展综合战略项目。

The Wetland Ambassador Programme’s Living River approach of integrated river basin management and its principles of information exchange, cross border and inter agency liaison and awareness raising are in line with the priorities of MRC and link strongly to our overall strategic objectives for sustainable development of the Mekong River Basin and its related resources.
湿地使者行动所倡导的流域综合管理、“生命之河”的理念和信息交流与跨国界、跨机构合作及意识提高工作,与湄公河委员会的优先领域是相同的,并和我们湄公河流域可持续发展的总体战略目标是相同的。

Our four member countries of Cambodia, Lao PDR, Thailand and Viet Nam meet regularly to make decisions about development in the Mekong Basin. This regular meeting forum includes ongoing dialogue with China and Myanmar and has already facilitated opportunities for technical data exchange, workshop participation and general information sharing.
湄公河委员会目前有四个会员国:柬埔寨、老挝、泰国和越南,我们有定期的会议一起来讨论作出关于湄公河流域发展的决策。这些定期会议也包括了目前正在进行的与中国和缅甸的对话,已经推动了数据交换、信息共享等工作的开展。

MRC considers active involvement in this Wetland Ambassador Programme as an important opportunity to both raise awareness of the work being undertaken by our members countries to implement their mandate “The 1995 Agreement on the cooperation for sustainable development of the Mekong River Basin” and to continue to engage in an increasingly active exchange with its dialogue partners China and Myanmar.
湄公河委员会非常积极地参与湿地使者行动,我们把它当成会员国意识提高及实施湄公河流域可持续发展合作协议,并推动与中国和缅甸对话的一个重要的机遇。

As the theme of this programme suggests, rivers are a complete system from its river source to its delta. In the case of the Mekong River, the Commission will continue to do its utmost to support ongoing dialogue and increased exchange among all riparian states.
正如今年湿地使者行动主题所言,河流是一个从源头到大海的综合生态系统。比如在湄公河,湄公河委员会将尽最大可能支持流域内六个国家正在进行的对话与正在增加的交流。

There is no doubt that the opportunity to participate in a programme such as this is in itself a very valuable opportunity. These benefits are however increased when all partners give consideration to promotion and publication of outcomes. In 2003 the Mekong River Commission was appointed Research Coordinator for the Mekong Basin under the Challenge Programme for Water and Food. It is through continued participation in this global research consortium that MRC will be able to explore opportunity for valuable research in the Mekong Region. It is a programme such as the Wetlands Ambassador Programme that will guide that process of identifying future research opportunities and demands.
毫无疑问,参加湿地使者行动的人们都会意识到这是一个难得的机遇。所有的合作伙伴会将这次活动的收获再对外推广和宣传。2003年湄公河委员被指定为一个关于水与食物所面临的挑战国际项目在湄公河流域的协调员。通过对这个全球项目的参与,湄公河委员会能在流域内找到更多机遇。另外,湿地使者行动将推动这个项目的进程。

However, MRC does no only coordinate work, but is also actively involved in research and development of wetlands management issues. MRC in Cooperation with IUCN is implementing the GEF/UNDP funded Mekong Wetland Biodiveristy Programme. We expect that findings from this work will be of interest to other members through the Wetlands Ambassador Programme.
然而,湄公河委员会不仅仅做协调工作,我们自己也积极地开展湿地研究与管理。我们和国际自然联盟正在合作实施GEF与联合国环境署的湄公河湿地生物多样性保护项目。我们希望湿地使者能够宣传这个项目的成果。

MRC prides itself on being a learning organization and a centre of knowledge. Our Junior Riparian Professional Programme provides an opportunity for young professional riparian’s to gain extensive experience in integrated river basin management in a regional inter-governmental context. MRC’s participation in the Wetlands Ambassador programme potentially increases the interface of other young professionals working in the region and is clearly a collaborative effort across our organizations to challenge, encourage and create opportunity for the Mekong River basin professionals of the future.
我们为自己是一个学习型的组织和一个知识中心而自豪。我们有一个项目为流域内年轻的科学家跨机构学习流域综合管理提供机会。湄公河委员会参与到湿地使者行动中,一定将推动更多的年轻人加入到这个项目,产出更大的合作成果。

I would like to take this opportunity to thank our partners WWF and RAMSAR for their enthusiastic co participation in this programme. MRC is committed to successful and sustainable integrated river basin management. We are committed to building programmes that support these principles and that help to grow expertise within the region that will ultimately support long term sustainable management of the Mekong River and its related resources in the future.
我借这次启动感谢我们的合作伙伴世界自然基金会与湿地公约秘书处。湄公河委员会承诺开展可持续的流域综合管理并支持流域内相关的项目以最终实现整个流域的可持续发展。

It is my pleasure to participate in this event and to represent the Mekong River Commission on this occasion.
