Background


TRAFFIC, the wildlife trade monitoring network, works to ensure that trade in wild animals and plants is not a threat to the conservation of nature. It actively monitors and investigates wildlife trade and provides information to diverse audiences worldwide as a basis for effective conservation policies and programmes. TRAFFIC is a strategic alliance of the World Wide Fund for Nature (WWF) and International Union for the Conservation of Nature (IUCN). TRAFFIC is an international network which is organised into six regional hubs. 

TRAFFIC is seeking a Finance and Administration Manager to support TRAFFIC’s China Programme. The position will be based in Beijing, China, and will report to the Head of TRAFFIC East Asia-China programme. 

DUTIES


Main duties of the role are:

Carrying out the financial management of the China program and supervising the financial management of all projects in China;
Maintaining the finance system and implementing improvements where necessary;
Inputting all financial data into the offices financial system, currently Sage 300;
Reconciling bank accounts, host current accounts and current accounts with the East Asia Regional Office;
Producing quarterly reports from the accounting system for submission to the Regional and International Head office;
Implementing and maintaining financial policies and procedures for the project implementation to comply with WWF CPO, TRAFFIC and the donor’s requirements; 
Assisting in the preparation of annual budgets and reforecasts;
Ensuring project budgets are prepared in compliance with TRAFFIC standards and donor contracts /agreements;
Overseeing year end and project audits;
Supervising an Administration and Finance Assistant;
Carrying out other duties as requested by the Head of TRAFFIC East Asia – China Programme.

In addition the role will also supervise the following tasks which are undertaken by other members of staff:
The organization of meetings, seminars and other events related to the program including travel and accommodation for participants; 
Timely completion and filing of project documentation, including project documents, reports on project activities, monitoring and evaluation information; bi-annual and annual technical and financial reports, and others as needed;
The China Program’s administration and programmatic works.


WORKING RELATIONSHIPS
 
1 Internal: supervised by the Head of TRAFFIC’s China Programme, close coordination with the Regional Admin and Finance Manager, International Senior Finance Manager, and TRAFFIC staff in other offices.  Regular contacts with WWF China Programme Office staff in finance and administration; 
2 External: interaction with partners, e.g., governmental agencies, research institutions, business sectors, the mass media, donors, sub-contractors/contractors and NGOs when needed


QUALIFICATIONS


1 University degree in finance/accounting/business administration or related subjects; 
2 At least four years working experience in finance and administration with solid knowledge in accounting
3 Excellent interpersonal skills and ability to work independently and in a team, demonstrated ability to work as part of a multicultural, multidisciplinary team is highly desirable;
4 Proficient in English and Chinese, both writing and verbal communication skills;
5 Experience of project and conference management is an advantage; 
6 Experience in working in NGOs or interest to do so is highly desirable; 
7 Excellent computer skills, particularly Excel, and familiarity with the use of accounting software (e.g. Oracle, Sage, etc.) essential;  
8 Ability to learn in a rapidly changing environment, and willingness to update professional knowledge and skills;
9 Proactive, innovative and output-oriented personality with the ability to meet hard deadlines and willing to work under pressure.
