TITLE: Program Manager, TRAFFIC (Demand Reduction)

 

LOCATION: TRAFFIC China Programme (Beijing, China)

 

REPORTS TO: Deputy Head of TRAFFIC China

 


TRAFFIC, the wildlife trade monitoring network, works to ensure that trade in wild animals and plants is not a threat to the conservation of nature. We actively monitor and investigate wildlife trade and provide information to diverse audiences worldwide as a basis for effective conservation policies and programmes. TRAFFIC is a strategic alliance of the World Wide Fund for Nature (WWF) and International Union for the Conservation of Nature (IUCN). TRAFFIC is an international network which is organised into eight regional programmes. This work has strong strategic elements of project management, programme and project development as well as partnership management.

 

I.Major Functions

  1. Under the supervision of the Deputy Head of TRAFFIC China Programme, the project Manager works closely with TRAFFIC networks demand reduction/flagship species teams, and leads to the planning and coordination of demand reduction projects in China.
  2. As the project manager of TRAFFIC China, he/she works closely with all Enforcement Assistance Team, Timber/MAPs Team and Communication Team, in conjunction with Chinese partners, to achieve the projects’ objectives on time, within budget, quality and performance.
  3. Communicate with project partners, including the government organizations, industries, institutes/universities and other NGOs, and act as the key contact person on appropriate issues during the project implementation.

 

II.Major Responsibilities

 Under the instructions and leadership of the Deputy Head of TRAFFIC China Programme,the Project Manager is responsible for leading and supervising all revent demand reduction work, monitoring and evaluating project progress and performance, ensuring the timely delivery and technical quality of project results – including projects’ partners;

 Working closely with TINT to support the Project Team to develop and implement workplans and revise them as appropriate to meet changing needs and requirements from donors;

 Facilitating development of a suite of behaviour change strategic approaches, road maps and action plans in China, and to ensure these benefit from the latest research and fresh perspectives, and are as efficient and effective as possible;

 Conducting active outreach for new partners, vendors, and expert consultants;

 Under direction of the the Deputy Head of TRAFFIC China Programme, preparing the projects’ technical reports, as outlined in project contracts;

  Supporting project audits by working with the projects’ F&A teams;

  Communicate regularly with key stakeholders and share project outcome / achievement internally and externally, including report / exchange visit / workshop;

 Other duties as requested by the Deputy Director of TRAFFIC China Programme.

 

III.Working Relationships:

1.     Internal

                     Reportingto the Deputy Head of TRAFFIC China Programme, liaising with TRAFFIC DemandReduction/Behaviour Change Lead, TRAFFIC Enforcement Lead and TRAFFIC TimberLead, and other relevant colleagues in different TRAFFIC offices.

                     TRAFFIC/WWFnetworks: Liaise and contact with TRAFFIC/WWF International and relevantnetwork offices related to the project to provide inputs and seek supports whenrequired.

2.   External

  Interacts with the project partners, relevant government agencies involving in management of Wildlife Conservation (such as SFGA, CITES MA, Forest Police, and Customs,etc.), private enterprises, industrial associations, academic institutions/university, the media, other NGOs and IGOs, primarily in the project areas when necessary to deliver the agreed outputs of the project activities.

 

REQUIREMENTS

 

The following skills/attributes andexperience will be key to these roles:

 

  1. A university degree with experience of Demand Reduction/Behaviour Change experience, which can be in a field beyond nature conservation: e.g. including consumer spending preferences, luxury product consumption, sustainable lifestyles, criminology, health and wellbeing, ‘good’ public conduct, road safety, anti-litter, drink driving, anti-gangs, drugs, etc.;
  2. Experience with international Non-Governmental Organizations, Inter-Governmental Organizations or Transnational Corporations;
  3. At least five years of relevant working experience;
  4. This dynamic position requires a pro-active person with a passion for conservation issues and the ability to stimulate and motivate colleagues;
  5. Demonstrated experiences in coordinating and supporting colleagues from difference countries;
  6. Experiences in working with government agencies and industries would be an advantage;
  7. Strong, extensive and proven project management experience (incl. with international donors and partners);
  8. Solid experiences in reporting to international donors (incl. international donors);
  9. Excellent interpersonal skills and ability to work effectively as a part of a multi-regional team;
  10. Self-starter, who can quickly and efficiently take up complex responsibilities;
  11. Self-directed lateral thinker, who can bridge the conceptual gaps between evidence and efficacy between different fields of behaviour change, and adapting lessons and case studies to the focal topic of wildlife products purchasing, and consumption/use;
  12. Strong networking skills and ability to work in different cultural contexts;
  13. Bilingual: fluent Chinese (Mandarin) and English skills with demonstrated working experiences;
  14. Strong writer and communicator: with the ability to write clear, engaging, compelling prose in English critical, in other languages desirable;
  15. Familiarity with standard word processing, spreadsheet, presentation and data base software, and with electronic communication technology;
  16. Ability to multi-task, work under pressure and under deadlines;
  17. Willingness to travel;
  18. The candidate must be a Chinese national.
