Senior Program Officer of Global Climate Initiative, China Program (Beijing)

Major Function:

A full-time staff of Global Climate Initiative, China Program is responsible for the implementation of the Global Climate Initiative, China Program¡¯s activities under its whole strategy and plan.

Main Responsibilities:

  • Assist the development and implementation of the strategy, work plan and budget for the Global Climate Initiative, China Program;
  • Provide technical support to the projects funded by Global Climate Initiative, China Program when needed, including developing analysis in the following areas:
    1. Analysis and evaluation of mitigation options
    2. Policy analysis of mitigation/low carbon technologies and innovations
    3. Analysis of both world and China¡¯s energy and climate policies
    4. Technology transfer of low carbon technologies, both from developed countries to developing countries, and the south-south transfers
    5. Design and development of carbon market in China and the linkages with other ETS (emissions trading system) and potential expansion to a global carbon market
    6. International implications of potential changes in China¡¯s economic drivers
  • Management of projects funded by Global Climate Initiative, China Program;
  • Maintain interaction with the WWF GDNI core team, and other shareholder group;
  • Participate in the post-2012 negotiation process: the annual COP, inter-sessional meetings and other key diplomatic meeting like G8 summit;
  • Develop and maintain partnership with climate change negotiators, research institutes, relevant government agencies, NGOs, media, and businesses in China;
  • Other tasks delegated by the supervisor;
  • Qualifications:
  • At least 10 years of working experience in related fields.
  • At least master¡¯s degree in climate change, environmental sciences and related subjects (particularly economics).
  • Knowledgeable about climate change negotiation; having an integrated view and comprehensive understanding of the interactions among priorities of development, mitigation and adaptation in developing countries like China
  • Capability on doing political economic analysis of international climate negotiation and policies
  • Experience of project management highly preferable.
  • Ability to learn in a rapidly changing environment, and willingness to update professional knowledge and skills.
  • Proficient in English and Chinese, both writing and communication skills.
  • Ability to successfully interact and network with a wide range of people.
  • Ability to work well under pressure.
  • Working Relationships

    Internal: supervised by the Director of Global Climate Initiative, China Program, close interaction with other WWF staff in Europe, US, India, Brazil, and South Africa which are under the Global Deal Network Initiative, and regular contacts with other WWF China staff.

    External: regular interaction with partners, e.g., governmental agencies, research institutions, business sectors, the mass media and NGOs
