Senior Policy Officer for Upper Mekong River Issues

Major Duties and Accountabilities:
  • Be responsible for policy and advocacy priorities to be undertaken within China, such as the Lancang/Upper Mekong Forum and the Mekong Charter.
  • Take on policy related to other drivers and threats, under the supervision and guidance of the CPO and GMPO Programme Directors.
  • Develop strategic, informal and formal alliances with key partners in the Chinese Provincial and National Governments.
  • Build relationships with selected large scale Chinese actors in infrastructure and energy development to ensure the implementation of sustainability guidelines in the GMS
  • Target China’s centrally-driven policies on infrastructure and energy development in the GMS to incorporate rigorous standards to achieve efficient and environmentally sustainable operations.
  • Ensure that any partnerships and advocacy taking place in China contribute to a strong, influential policy programme that helps to set the agenda for conservation and sustainable development across the GMPO.
  • Coordinate policy advocacy work of Lower Mekong Countries with Chinese government and actors on environment conservation issues.
  • Report as required and produce a six month annual written report against the Advocacy Strategy
  • Minimum Qualifications:
  • Knowledge:
    • The applicant should have a postgraduate degree or equivalent experience in environmental management, policy research & advocacy, social development with practical expertise in advocacy, infrastructure development or business engagement and advantage.
    • Good understanding of International river policies both in Mekong and China.
    • Good understanding of regional financing, especially multilateral banks, in particular ADB and of the Greater Mekong Sub-region (GMS) programme, preferred
  • Experience:
    • 10+ years experience in environmental or advocacy work, preferably in China or SE Asia.
    • Substantial work experience in the Mekong Region and familiarity with key regional and international institutions or corporations.
  • Skills and Abilities:
    • Ability to demonstrate coordination skills and leadership
    • Excellent written and oral communication skills in Chinese and English, including report writing
    • Exceptional strategic and analytical abilities
    • Ability to work on own initiative with minimum supervision and to stay on task
    • Diplomatic and networking skills and political acumen
    • Ability to work effectively at all levels, with above-mentioned institutions, governments and non-government actors and build excellent working relationships on points of convergence in approach and understanding
    • Ability to travel in the region
