Mission of the Initiative:

Over the past 30 years of reform and opening to the outside world, China has become one of the largest economies on earth and the way it develops will significantly shape the future of the global economy. The Chinese government has recently set out ambitious targets for improved resource efficiency and sustainability. This brings about an unprecedented opportunity for the global community to support and influence the way in which China implements these goals.

The China for a Global Shift Initiative (the Initative) is WWF¡¯s response to this opportunity. This global initiative strives to work with China and its partner countries to show how economic development and an increased quality of life can be achieved within the ecological limits of one planet, while allowing space for developing countries to grow.

Major Functions: This position is designed to lead the footprint policy work for the Initiative, with the goal of reducing footprint domestically and internationally, through integrating the essence of the footprint concept into national policy and planning processes in China.

Major Duties and Responsibilities:

  • Lead the effort to integrate the footprint concept into China¡¯s policy and planning processes by keeping abreast and influencing the latest thinking on human impacts on the environment in China
  • Lead the implementation of the China ecological footprint study, as well as related policies, strategy and activities in China
  • Prepare policy, technical and briefing papers for WWF China and the network, with relevant program partners as required
  • Develop, nurture and lead high-level strategic cooperation with national authorities, academic institutions, governmental aid agencies, international organizations and other stakeholders (particularly CCICED and CPAC), and establish a network of existing and potential partners on footprint issues in China and abroad
  • Liaise with key WWF offices to keep abreast of global policy issues related to China and represent these issues on behalf of the Initiative to WWF footprint teams and their partners internationally
  • Sustain cooperative relationships by effectively communicating with other related programs in WWF China Programme Office and program partners in the region
  • Develop new, and support existing relationships with institutional donors for fund-raising and lobbying
  • Follow up with particular project proposals as necessary; provide support and review project proposals, TORs and contracts for fund raising and interventions
  • Effectively manage third-party contracts granted to research and implementation partners
  • Ensure the preparation and timely submission of annual work plans and budgets as well as technical and financial reports according to agreed network standards
  • Fulfill other related tasks as required by the supervisor and WWF China Programme Office
  • Qualification and Experience
  • Relevant university degree, preferably, M. Sc. or Ph.D., in public policy, economics, environmental sciences, or equivalent
  • 5 years working experience on environment/development issues
  • Clear and incisive thinker
  • Strong project management skills and experience
  • Proven advocacy and negotiation skills
  • Ability to prepare short and precise policy briefs
  • Excellent interpersonal skills and good team spirit
  • Proven experience in working across/between different cultures
  • Strong coordination and team work experience
  • Strong written and oral communication skills in English and Chinese
  • Excellent communication and facilitation skills
  • Excellent computer skills (MS Office, Email, Internet)
