Function:

Responsible for all financial and administrative issues to Xining Office

Main Responsibilities:

  • Financial Management:
    1. Prepare daily financial transactions.
    2. Call funds from Beijing office.
    3. Monitor office actual operation cost against annual budget
    4. Assists Xining Office and Beijing office to prepare the Programme annual budget in collaboration with programme staffs.
    5. Assist Beijing finance department for carrying out internal audit to contracted projects.
    6. Provide financial training to third parties when necessary.
    7. Help PFO to prepare and give inputs on quarterly financial analysis according to annual budget and provide suggestions as needed.
  • Contract Management:
    1. Donor contract management.
    2. Third party contract management of Xining Office.
    3. Assist in collect and review third parties¡¯ financial report. Review third parties expenditure to ensure that the spending profile is in line with approved contractual budgets.
    4. Assist PFO (Project Finance Officier) to summarize and identify problems on quarterly basis by reviewing financial reports from third parties, and provide solutions as necessary.
  • Programe and Office Management:
    1. Be responsible for general administration of Xining Office.
    2. Assist programme communication activities associating to Xining Office.
    3. Assist other team members of Xining Office with logistic arrangements whenever activities and campaigns carried out by Xining office and become priorities for the WWF Yangtze Programme.
    4. Assist programme staffs of Xining Office for better implementation of conservation activities if necessary
    5. Undertake other tasks allocated by Head of Xining Office.
    6. Provide translation support to Xining office.
  • Supervision:None

    Working Relationship:

  • Internal: Primary supervisor is Head of Xining Office. Regular contact with team members of Xining Office and CPO Operational Departments. Occasional contact with other members WWF Yangtze Programme.
  • External: Regular interaction with local communities, local government agencies and staff of Nature Reserves.
  • Qualification:
  • A university degree in finance, accounting or business administration and 2 years working experience in related field.
  • Proactive, innovative and output-oriented personality with the ability to meet hard conditions and willing to work under pressure.
  • Public relations and good interpersonal skills. Good Communication Ability.
  • Fluent English Skills.
